Midland City Council to Address Infrastructure, Development, and Community Enhancements in August 13 Meeting

Midland, TX — The Midland City Council is set to convene on August 13, 2024, for a comprehensive session that promises to cover a wide array of critical issues impacting the city’s infrastructure, economic development, and community welfare. The meeting, scheduled to begin at 10:00 AM in the Council Chamber at Midland City Hall, will bring together city officials and residents to discuss and make decisions on several major projects. These include advanced groundwater treatment initiatives, sports complex enhancements, significant improvements at Midland International Air & Space Port, and agreements fostering economic growth, such as a new Costco store. Additionally, historical preservation and the future of community spaces like Hidalgo Park will be on the agenda.


Infrastructure: Ensuring Sustainable Growth and Quality of Life


Infrastructure remains a focal point for the City of Midland as it continues to grapple with rapid growth and the accompanying challenges. At the forefront of this discussion is the proposed resolution to approve a substantial contract with TruClear Water Solutions, Inc., totaling $1.44 million. This contract is a cornerstone of the city’s Advanced Groundwater Treatment Project, which is designed to bolster Midland’s water supply—an increasingly critical issue as the city’s population expands and environmental concerns heighten.


This project reflects Midland’s proactive approach to water management, aiming to ensure that residents have access to a clean, reliable water source for years to come. As part of this initiative, the city will implement advanced treatment technologies that not only address current water quality issues but also safeguard against potential future contaminants. The council’s decision on this matter will be a decisive step toward securing Midland’s water infrastructure, underpinning the city’s ability to sustain its growing community.



Another significant infrastructure project up for consideration involves the Scharbauer Sports Complex Momentum Bank Ballpark. The council will vote on a resolution to approve a $224,960.44 contract with Sportsfield Specialties, Inc. for the purchase and installation of outfield wall pads. This upgrade is part of Midland’s ongoing commitment to providing top-notch sports facilities that enhance the quality of life for residents and attract visitors to the city. The new outfield wall pads are expected to improve safety for athletes and ensure that the facility remains in excellent condition for hosting both local and regional sporting events.


Additionally, the council will deliberate on the execution of a change order with Utilis, Inc., DBA Asterra, amounting to $53,000. This change order is part of the city’s Satellite Leak Detection Services Project, which is pivotal for identifying and addressing leaks within Midland’s extensive water distribution system. By investing in advanced leak detection technology, the city aims to minimize water loss, enhance the efficiency of the water system, and ultimately contribute to the overall sustainability of Midland’s infrastructure.



Economic development is another major theme of the August 13 meeting, with several agenda items focused on fostering growth and creating jobs in Midland. One of the most anticipated discussions will be the approval of a Chapter 380 Economic Development Program agreement with Costco Wholesale Corporation. This agreement marks a significant milestone for Midland, as it will pave the way for the establishment of a Costco store in the city—a development that promises to bring substantial economic benefits.

The council will also consider a motion to authorize the execution of an agreement with Tanklogix, LLC, for on-call Supervisory Control and Data Acquisition (SCADA) services. This contract, valued at up to $500,000 annually, is crucial for maintaining and optimizing the city’s complex infrastructure systems. SCADA services play a vital role in monitoring and controlling various city operations, from water and wastewater management to energy distribution. By ensuring that these systems are efficiently managed, the city can continue to support its economic growth while maintaining a high standard of service for residents.


In a move that underscores the city’s commitment to sound governance and fiscal management, the council will review an amendment to the professional services agreement with Foster & Foster Consulting Actuaries, Inc. This amendment, which extends the agreement’s term by one year and increases the city’s payment by up to $150,000, will provide essential actuarial services that support the city’s financial planning and management.


Enhancements at Midland International Air & Space Port


Midland International Air & Space Port, a key asset for the city’s economic and strategic development, will also be the subject of significant council deliberation. Two resolutions are up for consideration, both related to the acceptance of grants from the Federal Aviation Administration (FAA). The first grant, estimated at $3.75 million, will fund the reconstruction of the asphalt air carrier apron, a critical infrastructure project necessary to maintain the airport’s operational standards and ensure safety for all users.


The second FAA grant, estimated at $2.98 million, will finance improvements to the runway blast pad at the airport. The blast pad is an essential component of the runway system, designed to withstand the high forces generated during aircraft takeoffs and landings. Upgrading this infrastructure will enhance the airport’s capacity to handle larger aircraft and increase its overall efficiency, positioning Midland International Air & Space Port as a key player in regional and national air travel.



These projects are not only vital for maintaining the airport’s functionality but also for supporting Midland’s broader economic development goals. As the only commercial spaceport in the United States, Midland International Air & Space Port has the potential to attract significant investment and innovation in the aerospace sector. The council’s decisions on these grants will help ensure that the airport remains at the forefront of this rapidly evolving industry.


In addition to infrastructure and economic development, the August 13 meeting will address important issues related to historical preservation and community development. The council will discuss a resolution approving an historical restoration agreement with the Arts Council of Midland, which will oversee the restoration of the Scarborough-Linebery House Complex. This project is part of the city’s broader effort to preserve its historical heritage, ensuring that Midland’s rich history is not only remembered but also integrated into the fabric of the city’s future.


The Scarborough-Linebery House Complex is a significant cultural landmark, representing a key period in Midland’s development. Another key item on the agenda is the proposed special election concerning the conveyance of a 3.74-acre tract of land within Hidalgo Park to the Midland Soup Kitchen Ministry, a nonprofit organization. The land, which is currently mostly unimproved, is envisioned to be used in a manner that primarily promotes a public purpose of the city. The council’s decision to call this special election underscores the importance of public input in determining the future use of community spaces.


The Midland Soup Kitchen Ministry has a long history of serving the local community, providing essential services to those in need. The proposed conveyance of land would enable the organization to expand its operations and further its mission of promoting social welfare in Midland. The special election will allow residents to have their say on this important issue, ensuring that the community’s voice is heard in the decision-making process.
